Create Real Notification Components on Admin Dashboard

This task implements red notification components for the admin dashboard with specific requirements: standardized red color regardless of brand colors, changing "withdraws" to "payouts", and adding notification bubbles to Payouts and KYC tabs showing pending counts (1-9 shows exact count, 10+ shows "9+", zero hides bubble).
